When I installed V2 it works but when I install this V3 it doesn't work.but why?after copy the V3 files I open the game and while game starting it says to me "download new content and in order to restore the save data and make it usable again,please re-dowload data pack"
how can I install V3?

This option file is only compatible with Data Pack 3. If you've installed DP4, DP5, or DP6, the file will not work.

To start off, make sure the latest Data Pack you have on your hard drive is DP3. If you have anything higher than that, please delete it. Once you've done that, you can go ahead and install the option file.

EDIT: Alternatively, you can try 7oy's Bundesliga .2 file. Don't quote me on this but I think it's compatiable with Data Pack 6 (the latest DLC).

Download DP6, then install the OF http://www.mediafire.com/download/4ynnu ... 2+full.rar, then add the face scans http://www.mediafire.com/download/dc575 ... ack_XB.rar

You can always update the major transfers yourself. Go into Edit mode and then Transfer players across to different teams. It might take 30mins but it should be worth it if you want the teams updated.
